CREATING PARTNERSHIPS FOR THE PROVISION OF CLEAN AND SAFE DRINKING WATER IN PAKISTAN

Water is life but when water is unsafe, it can kill. At least one in nine people in the world lack access to a safe water source. Every 21 seconds, a child dies from a water-related illness, with 99% of them residing in the developing world. Today more children die from lack of clean drinking water than from HIV/AIDS and Malaria combined. In our world, the water crisis claims more lives through disease than any war claims through guns.

In Pakistan, majority of the population does not have access to safe and clean drinking water. At least 40,000 children die every year from diarrhea caused by unsafe water in the country. Water borne diseases are costing Pakistan’s economy US$1.3 billion every year. Though efforts were undertaken to improve water facilities, only 28% of the total population has been served since 1990. Both public and private sectors have initiated isolated efforts in this regard, with little or no coordination between the two sectors.

Despite the resources directed by the private sector in the past, clean water schemes have remained ad-hoc and sporadic suffering from issues of sustainability and ownership. As a consequence, these programs have had limited success leading to a national emergency demanding an urgent and comprehensive response.

Under the Prime Minister’s vision, development in health and education sectors has been identified as the top priorities of the Government of Pakistan. This commitment is also being reflected in the efforts being undertaken to provide clean and safe drinking facilities to the people of Pakistan at the national level. The Chief Minister of Punjab has also initiated schemes within the province to ensure equitable access to clean and safe water.

The Governor Punjab seeks to complement the provincial initiative on clean and safe drinking water by harnessing the potential of Corporate Social Responsibility (CSR), highlighting the role of Civil Society Organizations and philanthropy in promoting this cause. It is recognized that public and private sectors’ efforts must work in tandem to ensure that each and every Pakistani has access to clean water.

For this reason, under the auspices of the Governor Punjab, this water project has been organized with a focused but dynamic and action-oriented agenda, ensuring the appropriate consideration of present and emerging challenges in providing clean and safe drinking water in Pakistan.

As per your discussion with the Governor Punjab Mr. Mohammad Sarwar, we have launched an initiative to provide clean drinking water to school children and university students in Punjab in partnership with Pak Oasis. In some areas a plant is being installed in a central place in a village/city to serve the local community.

The initiative is called “Clean Water – Saves Lives” which has a project team for implementation and a Trust, called ‘The Clean Water Trust’ has been formed to manage the donations and disbursement of funds. The Trust members are:Mr. Mohammad Sarwar, Chairman; Mr. Muhammad Amjad Saqib – Vice Chairman; Ms. Bushra Ejaz -Trustee; Mr. Junaid Subhani – Treasurer; Mr. Ashtar Ausaf Ali – Trustee; Mr.Muhammad Hanif – Trustee; Mr. Asghar Ali Chaudhry – Trustee; Rabia Zia -Secretary. A bank account has also been setup by the Trust for the receipt and disbursements of funds.

Till date we have installed 4 plants [3 in Lahore and 1 in Wazirabad] under the Governor’s initiative and 2 plants in Faisalabad. All funding is by private donors hence no government involvement in this initiative. The vendor is Pak Oasis whose head office is based in Dubai with Omar Jillani as its CEO.

They have done extensive work in Sindh already where they have installed water filtration plants. The project team has visited their factory, office and sites with Pak Oasis installed filter plants in Karachi. One of the key criteria during vendor selection was the registration of the vendor with SECP and the price of the plant based on our specification. A standard specification was sent to a number of vendors for a quote however Pak Oasis offered the most competitive rate.

The cost of each plant including its implementation i.e. handover a fully operational plant is approximately Rs. 18 lakhs. However the cost to the Donor [per plant] is Rs 10 lakhs.  The difference of Rs 8 lakhs is being paid by the vendor/partner Pak Oasis as part of their CSR budget.

The cost of Rs 10 lakhs [per plant to the Donor] comprises of all items highlighted below. True market cost is higher.

 Plant component sourcing and implementation

1) Ultra Filtration plant with extra vessel (arsenic, fluoride, iron, sodium etc.) whererequired. Please see the note below for Reverse Osmosis plant.

2) A multi-bore Membrane

3) Plant with all European components and European media.

4) Plant capacity – 2000 litres / hour

5) Plant to be fully automated.

6) PLC with SCADA Option that will be at an extra cost and can be put in later.

7) Plant to stand on a Stainless steel skid

8) Grundfos pump

 Civil Works [material and labour]

9) Civil works i.e. 12×12 feet room with taps for dispensing i.e. 4 by 12 feet.

Solar System

10) Solar system installation – capacity 2400 watts. Note: Solar will work when sunlight is available. The plant will be hybrid i.e. run on electricity when no sunlight. The solar
setup does not include any solar storage batteries.

 Chiller

11) Chiller implementation – Caravel brand.

 Post implementation

12) Water testing report pre and post installation of the plant by PCRWR

13) Handing over a fully operational plant to the Donor

 Note:

1. Reverse Osmosis plant [in area of brackish water] is also included in the same price however with reverse Osmosis we will not be getting the solar option. Solar may be discussed at an additional cost.

2. Scada for remote monitoring is also an option that can be discussed with the vendor and is at an extra price.  Scada will also enable donors of plants to determine the volume of water being used per plant.  Again the costs need to be determined with the donor.

3. A storage tank of 500 gallons for storing clean water is also being discussed with the vendor for storing the drinkable water

Site needs to have source of water, Electricity and somewhere for drainage

Operate & Manage

  • The O&M contract has been agreed at Rs 1.2 lakhs per annum with Pak Oasis.  This includes the cost of the operator, testing of water from PCRWR periodically and change of any filters. The O&M contract will be for 5 years.
  • Guarantees: Pak Oasis will provide all guarantees of components including any documentation.

Next Steps

  • Please make a cheque payable to “The Clean Water Trust” and mail it to the Governor House, The Mall, Lahore for my attention as soon as possible as we are looking to cater for the huge demand of the filtration plants at the discounted rate of Rs 10 lakhs.

  • Once you provide us with the cheque, site details and the contact person we can then test the process:

Get the water tested by PCRWR

  • The resulting report will determine the plant specification that the vendor needs toorder from international vendors.
  • The vendor will place an order for the components.
  • Civil works will then start whilst we are waiting for the plant components

Note:

There is a lead-time of 10-12 weeks between the order of components and before the components arrive in Pakistan. The components will only be ordered once we have received your cheques.
